總統馬英九4日出席「保密局台灣站228史料彙編新書發表會」，他致詞時指出，政府處理228的作法不會跟德國差很遠，而且德國政府跟過去的納粹無關，不像國民黨還是當時的執政者，但「我們卻沒有因為此包袱，而有任何掩飾及猶豫」。他也批評，日本不對二戰的作為道歉，正是東亞情勢緊張的來源。

中研院台史館將2008年購得的保密局228史料彙整出書，馬英九上午出席新書發表會，針對228事件，馬重申，他個人對於228事件真相的發掘，一直都非常關心，早在27年前他擔任行政院研考會主任委員時，就開始參加228事件處理小組工作；擔任法務部長後，奉命處理228事件的補償條例(2007年改成賠償條例)。

待條例完成立法後，馬英九說，他根據條例成立基金會，以法務部長的身份成為基金會董事，參加基金會運作，並直接接觸補償案件的申請跟核發，接觸到許多案例的審查，認識許多家屬，離開法務部後，一直到擔任總統，都支持228國家紀念館能成立，甚至在他當台北市長時，228紀念館已經做得相當不錯。

馬英九指出，受理申請賠償是一個很漫長的過程，就基金會給的報告，共有2285件已受理，並付出72億元。受難者中，死亡跟失蹤的是863人；另外還有975人受傷，加上442人坐過牢的，加起來共是2290人。

馬英九強調，政府做的努力已經不少了，但對於許多家屬來講，「永遠都嫌不夠」，他期盼至少政府的努力能讓家屬感受到善意跟誠意，讓事件能逐漸療傷止痛。而從政府開始處理此事，就採取一連串的平反行動，包括認錯、道歉、賠償、建紀念碑、恢復名譽，還有設國定假日等，確實也發揮了撫平傷痛的效果，但他也強調，有些傷痛不是短時期內可以撫平的。

他也舉出德國納粹大屠殺的例子說明，在戰後，德國政府花了很大功夫做療傷止痛的工作，除了認錯、道歉，賠償，並透過聯邦政府訂定課綱，對學生進行徹底教育，讓他們了解納粹暴行，把告別過去等項目做得很徹底，也設立集中營的紀念館等，「當然在中國戰場上，日本也大量屠殺平民，南京大屠殺就是一個例子」，但日本在這方面跟德國就有相當的距離，所以常成為國際焦點，及東亞情勢緊張的來源。

馬英九說，台灣有228、白色恐怖，在過去20年，台灣已坦然面對228的錯誤，一再的道歉、推動歷史真相的發掘、紀錄跟教育，228事件很早就進入學生課本裡的重點，「這也是我過去一直主張的作法，我們的作法應該不會比德國差很遠。」他認為，台灣跟德國有很大的不同，德國戰後的政治黨派都跟納粹無關，他們毫無包袱，但台灣現在的執政黨，在當年也是執政黨，這情況和日本比較相近，「但我們卻沒有因為此包袱，而有任何掩飾及猶豫」，這些調查跟研究都沒有限制、沒有禁區，是什麼就是什麼，「因為我們主張，面對歷史要就事論事，面對家屬則要將心比心。」因為如此，我們才能逐漸恢復互信、和諧。

不過，馬英九最後談到他最常說的一句話「歷史的錯誤或可原諒，但是歷史的真相不能遺忘」時，卻突然口誤，說成「歷史的真相不能原…不能遺忘」，但快速改口後，他也鎮定表示，一定要在基礎上往前邁進。
